According to the EPA Inspection means an activity undertaken in a school building, or a public commercial building, to determine the presence or location, or to asses the condition of friable or non-friable asbestos-containing building material (ACBM) or suspected ACBM, whether by visual or physical examination, or by collecting sample of such materials.
All persons who inspect for asbestos-containing material must take an accredited course to become accredited as an inspector.
This course meets the requirements of the EPA for the accreditation of persons who inspect building and other facilities for asbestos-containing materials, and who take bulk samples of material as part of an inspection
This course also meets the licensing or certification requirement of most states, including West Virginia, Kentucky, Indiana and Ohio.
Note that Ohio requires an additional two-day management planner course to become certified in Ohio to perform inspections for asbestos-containing material.
